Excessive force much, ICE? Observer Being Pepper Sprayed point blank while also restrained in Minneapolis.

This is a picture of government agents criminally assaulting a citizen. It is against all humanitarian standards of ROE to spray point blank pepper spray in the face of anyone much less someone who is restrained.
THIS IS SADISTIC BEHAVIOR AND IT IS NOT SIMPLY UNLAWFUL---> IT IS CRIMINAL!
Law Enforcement should arrest these agents and charge them NOW!!!
NO JUSTICE, NO PEACE.

IF YOU'RE SHOWING UP AT COURTHOUSES --> THEN IT WAS NEVER ABOUT GETTING THEM TO "DO IT THE RIGHT WAY"
IF YOU'RE KIDNAPPING WOMEN AND CHILDREN--> THEN IT WAS NEVER ABOUT CRIMINALS
IF YOU'RE REFUSING TO GIVE THEM DUE PROCESS --> THEN IT WAS NEVER ABOUT THE CONSTITUTION
IF YOU'RE KIDNAPPING THEM FROM NEIGHBORHOODS, CHURCHES, AND SCHOOLS --> THEN IT WAS NEVER ABOUT THEM REFUSING OUR COMMUNITIES
IF YOU'RE SPENDING BILLIONS TO DO IT--> THEN IT WAS NEVER ABOUT THE ECONOMY
